Spain is making the largest R&D&I budget effort in history, according to the 2024 monitoring report of the Spanish Science, Technology and Innovation Strategy 2021-2027

The Ministry of Science, Innovation and Universities has published the 2024 monitoring report of the Spanish Strategy for Science, Technology and Innovation (EECTI) 2021-2027, which reflects significant progress in the national R&D&I system. Since 2020, the budget allocated to R&D&I policies has almost tripled, reaching 17,797 million euros in 2025, driven by national funds and the Recovery and Resilience Mechanism.

This increase has led to improvements in the system's main indicators, such as total R&D expenditure, which in 2023 exceeded 22,000 million euros, and employment in scientific activities, with an increase of 21.9% in research personnel since 2020. In addition, business leadership in R&D funding and execution is consolidated, while Spain advances in scientific production, ranking among the top ten countries in indexed publications and strengthening its presence in international networks.
